COMMANDERS CORNER
Happy New Year! I hope that all of you, and your families had a Great Holiday. We look forward to the challenges of a New Year. 2002 ended another record year for Groton Base with many accomplishments, and improvements including 2021 Members, up 17.5 % over 2001. We're off to a fantastic start for 2003 having 1265 members (or more by press time).
We set some goals for Groton Base in 2002. Some of our goals were (1) Less than 7% non-renewal rate. (2) 2002 Members total by the end of 2002. (3) Getting more members participating in Memorial Services since this is what our organization is really about; (4) increased participation in community events. (5) Increased support for the National Scholarship Fund. (6) To work closer with our Shipmates from the Thames River Chapter of SUBVETS WWII, and bring both organizations closer together and (7) Expanding our Boat Sponsorship program to have each boat receive four copies of Boat Notes. Looking back on 2002 with much satisfaction, I believe that together we accomplished all of our goals except Goal (1), our Non-Renewal Rate. We lost about 180 members who didn’t renew last year. This is our biggest challenge, getting all previous members to renew again in the New Year. Last year the percentage of members who didn't renew was about 10%, our goal was less than 7%. Despite that non-renewal rate, we still had a record year. So which is more significant, a higher membership count, or a lower non-renewal rate? To put this in prospective for every Member, who doesn’t renew, we must recruit 2 members to have growth. One to replace the member we lost, and one to grow, so in actuality both numbers are significant, and work hand in hand. So what's next? We can certainly pat ourselves on the back about what a great year 2002 was. Or we can work harder, be aggressive, and continue doing what we have been doing, to grow, and continue to be the best base in USSVI.
Our biggest challenge is getting our 2002 members to renew. Many times the members often forget, or they put it off. Often, Life members forget that base dues ($10.00) are still required. Many don't renew because they move, and we don't get an address change so we loose touch. We want you all back in 2003, so there are several reminders in this newsletter. If your name in the address label has an * next to it, and a RENEWAL NOTICE stamp, you need to renew. Those who we have email addresses for will continue to receive a special email advising them they needed to renew. Also the Membership section has a listing of all non-renewals with the amount you owe. This listing isn't intended to embarrass you. It's simply another reminder that you aren't current for 2003. It also serves as a check for our records, where we "assume" you didn't renew, but in actuality you might have but we made an error. We hope that you'll pay enough attention to that section and correct us when we are wrong. That's all we can do. The rest is up to you.
You have up to 31 March to renew before you will be dropped from the Groton Base Roster. Life members who do not renew are changed to Members at Large, and still maintain National Membership. If your decision is to not renew with us at Groton Base, that's fine, I can try to prevent it, but I can't stop that. I can just thank you for your membership and support for Groton Base till this time. But if you were not going to renew, I'd ask for you to contact the Base Secretary PW Louthain, and give him some feedback about why you didn't renew. That way if there's a problem we didn't know about, maybe we can correct it so that others don't leave us for the same reason(s).
Finally, I have often told people our membership spans from Italy to Japan and from Norway to Mexico. Every year many of our members continue to return. Even those who live near other USSVI Bases. We have many members who have never seen our clubhouse, and many dual members have joined us from other bases. We couldn't have become the best base in USSVI without a concentrated team effort. I have some fine Base Officers on the Executive Board, as Chairman of the Board of Trustees, and as Club Manager/Permittee. These men are Bud Atkins, PW Louthain, Dave Shoaff, Charlie Warrington, Chris Quijada. Also top Committee Chairmen in Stan Mathis, Gary Coulter, Bob Sniper, Tom Connors, Tom Russell, and Ed Childs who function as my assistants who help me get the job done. I almost left out John Wynn and Doc McCance who help with many things including the Anniversary Weekend and RWB Mass and this year answered my call for volunteers for National Archivist and Historian. What a support team, these guys are the best! I'd like to express my strongest personal thanks and appreciation to them for all that they do for SUBVETS Groton Base and me. We are committed again in 2003 to keeping Groton Base as the First & Finest, to helping Groton Base grow, to make improvements, and to provide you with a quality organization that you, and your shipmates are proud to be members of, and your families are proud to be associated with.
In closing, serving in Submarines, you served in the most Elite part of the Navy, the SILENT SERVICE. Because of our common bond being qualified in Submarines, as Shipmates Bobby Reed, and Tommy Cox would say in their song we are all Brothers of the Phin. Now you are part of a very Elite Organization, U.S. SUBVETS. We are off and running "Hot, Straight and Normal" into another great year. There are lots of different organizations out there, but none as exclusive as SUBVETS. Our organization is the only one whose membership is exclusively Submariners, their families, and those who supported or built Submariners. It's also the only organization that exclusively perpetuates the memory of Submariners. That and the camaraderie we share, and the uniqueness we share as Submariners is why you are all members of this organization, and why others who earned Submarine dolphins should be members. VICE COMMANDER'S DRAWER

It was my pleasure to represent the First and Finest at the National Convention in Duluth, MN. The Groton Base had over 40 members in attendance. Our Base Commander John Carcioppolo was presented the National Commanders Award and we will present the award to John C at the Joe Negri Clubhouse during our next meeting.
I attended the Holland Club Breakfast the Guest Speaker was Groton Base Member Rear Admiral John F. Shipway. The Admiral had a lot of good information on the programs that the Groton Base has been involved with.
We also received a 2002 Appreciation Award for an outstanding donation to the Scholarship fund in the amount of $5,000 Dollars.
At the Annual Business Meeting Saratoga was awarded the 2004 National Convention and the 2006 will be held in Cleveland. In the voting the big winner was that our Creed will stay the same. Fourteen Bases did not even send any voting results into National.
The Grand Banquet we had our own Groton Base Member Vice Admiral Al Konetzni as the Guest Speaker. The Admiral had on his Groton Base Vest as he entered the room and made his way to speakers stand.
Our SUBVETS Golf Team finished the season in ninth place. I think everyone had a good time and is looking forward to next season.
BASE NEWS

First we'd like to congratulate all of our Shipmates who were recently advanced to Petty Officer Third Class, Second Class, and First Class. Your hard work paid off, and you continue to move up the Navy's ladder of Success. Next I'd like to offer congratulations to the crews of USS ANNAPOLIS (SSN 760), USS SPRINGFIELD (SSN 761) and USS SAN JUAN (SSN 751). These boats homeported here in Groton have been selected by COMSUBLANT as winners for the 2002 Battle E Awards. The Battle E represents COMSUBLANTS decision that these boats are "The Best of the Best". As Submarine Veterans, we know that winning the Battle E award is no easy accomplishment. It takes a lot of hard work, and teamwork from the whole crew, from the Captain down to the Seamen and Firemen. It is a team award. We are very proud of your accomplishments. We would also like to congratulate all those Shipmates selected as Sailor of the Year for your respective commands and to wish all of you the very best in your future Sailor of the Year competitions.
2002 was our most successful year for SUBVETS Groton Base. We accomplished so much, and grew in so many ways. 2002 was a year where not only did we grow internally with our membership numbers, but 2002 was a year where we made a difference to those around us. The biggest thing that has grown from all of this activity is our public image. People are more aware of SUBVETS Groton Base. We continue to strive to change our image that SUBVETS is more than a bar, and a place to get a good bowl of chili, and a beer. We are part of the community, we are serious about remembering those on eternal patrol, and above all we are SHIPMATES and FAMILY who share a common bond with our Qualifications in Submarines, and being "Brothers of the Phin"
People see us as a brotherhood of Submariners, past, present and future. When some one hears the name SUBVETS in this area we hope that they think of two things. The first is what we stand for: history, heritage, and what our creed says we are supposed to do, which is "Perpetuate the memory of our Shipmates who gave their lives in the pursuit of their duties while serving their country". That is first and foremost of the image that anyone should have about SUBVETS.
The second image that we hope people have about us is that we are about camaraderie. We’re about that special bond of friendship between Shipmates who wear the coveted gold or silver Submarine DOLPHINS.
Although we had a very successful year, we sadly lost 10 Shipmates, called to duty with our Supreme Commander. Five of these shipmates were HOLLAND CLUB members: Shipmates Dudley W. Butler, Peter M. Darnauer, William J. Fasolo, Harry D. Hawk Jr., Howard R. McPherson, Bernard Neuman, Charlie B. Nickell, Francis J. Reardon, Allan E. Sitter and Richard Welzant rest your oars!
Although many may say that Groton Base’s biggest accomplishment was our membership statistics, which was the highest ever. Our actual biggest accomplishments were the naming of Route 12 as U.S. SUBMARINE VETERANS MEMORIAL HIGHWAY, growth in participation of our Memorial Services, the awareness in the community of what SUBVETS is about, and how the SUBVETS organization, and the SUBVETS WWII have come closer together.
In review, it’s been a busy year. We’ve done a lot to improve Groton Base, and to help out the local community. We’ve accomplished a lot, and can hold our heads high as members of SUBVETS Groton Base. 2003 promises to be another busy year for the "First and Finest Base" of USSVI. Our biggest events will be our Memorial Services, and the SUBVETS 39th Anniversary Celebration, which you will read more about in this newsletter.
Our image continues to improve, and we will become more popular. Our Memorial Services will continue to grow, and our membership will continue to grow.
My thanks to all the members of Groton Base for making us the best at what we do. It’d be very hard for any one to convince me that there’s any other base better than GROTON BASE in USSVI.
HOLLAND CLUB
The HOLLAND CLUB is a prestigious group within the SUBVETS Organization. The requirements to be in the HOLLAND CLUB are to be Qualified in Submarines for a Minimum of 50 years, and. either be a Life Member for at least one year or they must be a Regular Member with continuous membership for at least five years.
50 Years Qualified in Submarines is a very significant Milestone and our members of the HOLLAND CLUB are our Heroes. We proudly salute them and recognize them for their contributions and sacrifices for our country and to the Submarine Force. They are a huge part of our proud Submarine Force Heritage. The HOLLAND CLUB Wall of Honor is located in the Dining Room of our clubhouse.
If you have been qualified in Submarines for over 50 years (1953 or earlier), and are just a regular member, upgrading your membership to a Life Member will reduce your wait time to be eligible for the HOLLAND CLUB.

HOUSE COMMITTEE
At present, our House Committee Chairman position has been vacant for seven months. Shipmate Stan Mathis has volunteered to serve as an Assistant and is very helpful, but we really do need some one to step forward to serve in this critical position to manage our House Committee and pull some of this load. The House Committee is important because it provides important services to our members. Even though this critical position, which coordinates our breakfasts, and special events for the membership, is vacant, the House Committee has been continuing in serving our customers. So with the help of people like Carl Hochstetler, Dee Carcioppolo, Stan Mathis, and a core of volunteers the House Committee has continued to provide brunches, and special events. However it would certainly be better if we had a House Committee Chairman who could manage these activities better, and it would allow me to focus my attention on other areas. If you are interested in this position, please contact any of the Base Officers.
The House Committee has been continuing our standards of good affordable meals, and fine service. In addition to those already mentioned, I have had lots of help in the kitchen from Big Al Atkinson; the Groton CPOA, Charlie Warrington, Doug Wood, Jack Lemke, Dick Mcgirr, George Torkelson, Barry Hammond, John Casey, Wade Hanson, PCU Virginia and USS Connecticut and many others in this endeavor. As you know VOLUNTEERS are essential to the continued success of the House Committee. Many old and new members of the House Committee are pitching in on our brunches, and monthly special events. Many thanks for all your support. There is a signup listing at the clubhouse for events at the club. The scheduling of kitchen crews is flexible for the Special Event Dinners and Sunday Brunches. We will accommodate you if you are able to help us in the kitchen. If you'd like to help out, please leave a note, or call Stan Mathis at 449-9904, or myself.
Brunches have continued to do well. Many thanks to all those "VOLUNTEERS" who donate their time, sweat and efforts in putting out these delicious breakfasts, and to our loyal customers. We have our great Steak N' Egg Brunch (with full regular menu available also) served the first Sunday of each month and our normal Sunday Brunch menu will be served on all other Sundays of the month.
As we have grown we are challenged with new problems. At times all seats are full, and sometimes there is a wait for your food. We appreciate the patience of our customers. Our crews do their best to get the food out to you as soon as possible. Remember our crews are not professionals, they are Volunteers, and do pretty darned well for Volunteers.
Our Christmas party, which was a joint party with the SUBVETS WWII, was a great success. Thanks to Carol and John Casey, Peter Willbanks and Tom Connors for their help.
Our most recent dinner was a Filet Mignon dinner. Mike McFadden, with his supporting staff of Carl, Barry, Jack, George and Drew, John, Diana, Dee, and Stan deliciously prepared this great meal. Great jobs by all those mentioned. Your hard work, great food and services were greatly appreciated by all who attended.
Looking ahead we have a Chicken Parmegian dinner scheduled for Saturday 15 February, and our classic Corned Beef and Cabbage dinner prepared by Tom Connors will be on Saturday 15 March.
Our events fill up quickly. Sign-up sheets are posted at the clubhouse a couple of weeks before the event. Sign up early to ensure that you will have a seat reserved. All Dinners are served from 1800 - 2030.
It is with your continued support that the House Committee can provide Special Event Dinners and the Sunday Brunch’s. Your full participation is important to the Club and the House Committee.
Thanks to the membership on both sides of the brunch/dinner table for your continued strong support of the House Committee. We are always open to suggestions on how to improve our service and events.
Please remember: "VOLUNTEERS" not professionals put out our meals and special events. Please keep that in mind. We appreciate your patience at times when we get backed up.

*The cost to renew dues for Regular or Associate Members is only $20.00 if you renew by 31 Mar 2003, and $30.00 if you renew after March 31, 2003. LIFE MEMBERS are still required to pay $10.00 for Base Dues.
*If your mailing address should change please let us know about it as soon as possible. THE IMPORTANCE OF THIS CANNOT BE OVEREMPHASIZED. It’s very costly for us and National when addresses are incorrect to get our newsletters and American Submariners delivered. Boat Notes, and the American Submariner are sent via Bulk Mail. This is at a reduced rate. Bulk Rate Mail is not forwarded to any new addresses. Instead it is returned at the regular cost of mailing. Then to get it to you the full cost of mailing again has to be applied. The last newsletter we mailed we had +40 newsletters returned for invalid addresses. Because of the significant cost involved, National no longer requests address corrections from the American Submariner. Instead, they leave the sole responsibility for correct addresses with the bases, AND THE MEMBERS.
